That unlocks a whole bunch of different things, from office space to security clearance expedition, to actually getting teams into the agencies and departments to start preparing to take the reins on January 20. As you have heard, the General Services Administration now has the task, by legislation, to designate when there is a president-elect and the transition can formally begin. More practically, there is a problem if the transition is delayed. And then you would have to sort that out. That is hard to imagine, but it is at least theoretically possible that two people could claim the presidency at the same time. Yes, ultimately, you could have a constitutional crisis, if some parts of the executive branch believe that one person is president and other parts don't.
